The Ministry has developed a "Digital Telecommunications Map" to monitor coverage and operators' plans in Kazakhstan. The map will become a tool for public oversight of communication quality, including information on the national project "Accessible Internet." Additionally, local akimats will adjust master plans for the placement of base stations, and regulations on radio signal levels are proposed to be revised, as they are 10–20 times stricter than in developed countries.
In order to monitor the work on improving the quality of communication across Kazakhstan, the Ministry has developed the "Digital Telecommunications Map", which will contain information on current coverage by types of communication technologies and operators' plans to ensure high-quality communication in all populated areas of Kazakhstan.
The "Digital Telecommunications Map" will also include information on plans to provide internet access to populated areas outlined in the National Project "Accessible Internet" and the "Roadmaps" signed between local executive bodies, the Ministry, and telecommunications operators.
The map will become a tool for public monitoring and control of communication quality issues in cities and villages. Every citizen will be able to see all existing communication quality problems in populated areas and plans to resolve them, as well as provide their own assessment of communication quality for any location.
Additionally, as a systemic measure to improve communication quality, relevant telecommunications infrastructure will be included in master plans and detailed planning projects for populated areas, similar to electricity, roads, and water supply. Akimats, together with telecommunications operators, will make adjustments to master plans and detailed planning documents to allocate space for communication equipment, enabling advance planning of necessary locations for installing telecommunications operators' base stations.
The next proposed measure is to revise the standards for permissible levels of radio signals from base stations in the country. In Kazakhstan, the standards are 10-20 times stricter than in developed countries and even in neighboring countries.
