The Ministry of Digital Development of Kazakhstan has proposed banning the Thuraya, Iridium, Inmarsat, and Starlink satellite systems due to national security concerns. Alternatives under consideration include KazSat, OneWeb (which has built a center in the country), Amazon Kuiper (a memorandum has been signed), and Shanghai Spacecom Satellite Technology Co., Ltd. (negotiations are underway regarding the construction of a control center). The draft order is currently undergoing additional review.
In late last year, the Ministry of Digital Development, Innovations and Aerospace Industry presented a draft order that would prohibit the supply and use of Thuraya, Iridium, Inmarsat, and Starlink satellite communication systems. The agency justified this measure on national security grounds, as Kazakhstani legislation prohibits the use of communication networks managed from abroad.
Currently, the draft order is under additional discussion. In connection with possible restrictions, alternative options for satellite communication are being considered in the country. As solutions, the use of the domestic satellite system KazSat and the services of OneWeb, which has already built a communication control center on the territory of Kazakhstan, have been proposed.
In addition, the Ministry signed a memorandum with Amazon Kuiper Commercial Services LLC on cooperation in the field of satellite technologies. Negotiations are also underway with the Chinese company Shanghai Spacecom Satellite Technology Co., Ltd. regarding the construction of a satellite communication control center in Kazakhstan.
