In the Karaganda region, the development of digital services and artificial intelligence was discussed.
Rostislav Konyashkin, First Vice Minister of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, visited the Karaganda region as part of a working trip, where he held a meeting with local residents. The visit program included a tour of the regional IT hub Terricon Valley, a presentation of projects at the “Startup Alley,” and a personal reception of citizens.
During the meeting, the results of the development of electronic government services were presented. As of today, 92% of government services are available online, and the share of services accessible via smartphones has reached 95.9%. In 2025, 54 million government services were provided to citizens, with 60% of them delivered in a proactive format—without the need to submit an application or visit service centers. Additionally, government services are integrated with 56 external platforms.
According to Rostislav Konyashkin, digitalization involves not only the implementation of technologies but also improving the quality of interaction between the state and citizens. He noted that the ministry’s task is to make government services as simple, clear, and accessible as possible for the population, moving from simply transferring processes online to a proactive service model that takes into account the life situations of citizens.
During the meeting, the most in-demand digital tools were also presented. Over the past year, the QR signature service was used 29 million times, biometric identification 9.9 million times, and the digital documents service 37 million times. The “Social Wallet” service in the eGov Mobile application is also actively developing. As part of the free and subsidized school meal program, all general education schools have been equipped with special hardware and software complexes, more than 1.5 million vouchers have been created, and over 89 million portions of hot meals have been distributed. In the field of medication supply, 708 state pharmacies are connected to the system, and the issuance of medications by prescription has exceeded 14.4 million cases.
The eGov Mobile application is also developing as a digital assistant for citizens. Last year, users received approximately 50 million notifications. Among the most popular services are “National Fund – for Children,” “Stop-Credit,” and the service for voluntary refusal to participate in gambling. Additionally, the application now allows for the quick replacement of driver’s licenses—this service has already been used by more than 25,000 people.
Special attention is being paid to information security issues. Through the electronic government portal, a state service for monitoring consent to access personal data has been launched. More than 5.4 million citizens have already used the function of voluntary refusal to receive loans.
As part of the infrastructure agenda, the development of connectivity in the region was discussed. In the Karaganda region, between 2023 and 2025, 96 base stations were installed. 80 locations with unstable signal were identified: in 28 of them, work to improve connectivity has already been completed, while in the remaining 52, it is ongoing.
A separate topic of the meeting was the development of the artificial intelligence ecosystem. At the Tomorrow School, more than 300 students are undergoing training. As part of the AI Sana program, more than 650,000 students have completed training, and under the AI Qyzmet program, more than 54,000 government employees have completed training. Additionally, more than 4,500 employees have been trained to work with the National Artificial Intelligence Platform. It was noted that on November 17, 2025, the Law “On Artificial Intelligence” was adopted.
The Alem.GPT platform was also presented. In 2025, more than 20 government services were launched based on it. In 2026, it is planned to expand their number to 50 of the most in-demand services of central and local executive bodies, as well as to launch AI agents for businesses and second-tier banks.
In the Smart City Karaganda direction, Karaganda received 80.78 points in the rating in 2025. The city has installed 15,491 surveillance cameras and 473 road safety cameras with video analytics functionality. Through the unified contact center 109, 110,165 citizen appeals were reviewed over the year.
The meeting took place in the format of an open dialogue and concluded with a personal reception of citizens. Among the issues raised were the launch of a new driving range in Karaganda and its transfer to the “Government for Citizens” branch, as well as the quality of mobile connectivity and internet. Telecommunication operators reported that equipment updates are planned to be completed by the end of August 2026.
The working trip allowed for the discussion of both strategic directions of the country’s digital development and specific issues concerning the residents of the region.
