Uzbekistan ranked ninth in the world on the GovTech Maturity Index for 2025, as prepared by the World Bank. Compared to 2020, the country improved its position by 71 places, demonstrating one of the highest growth rates in the global ranking.
According to the study data, Uzbekistan's digital maturity index increased from 0.617 in 2020 to 0.958 in 2025, allowing the country to enter Category A — high level of GovTech maturity. This indicator reflects the level of digitalization of public administration and the quality of electronic services provided to the population.
The GovTech Index evaluates countries across four key areas:
— development of basic government digital systems
— availability and quality of online government services
— level of citizen digital participation
— institutional and technological factors supporting digital transformation.
The World Bank notes that Uzbekistan has demonstrated significant progress in all four areas, enabling it not only to enter the top ten countries in the world but also to become a leader in Central Asia in terms of digitalization of the public sector.
For comparison, Uzbekistan's ranking dynamics are as follows:
— 2020 — 80th place, 0.617
— 2022 — 43rd place, 0.813
— 2025 — 9th place, 0.958.
In the final ranking, Uzbekistan ended up in the same group as countries such as South Korea, Australia, Canada, and India, which are traditionally considered world leaders in the field of digital public administration.
Experts attribute the achieved results to the consistent implementation of government digitalization programs, expansion of the range of electronic services, development of platforms for electronic interaction with citizens, and the introduction of modern IT solutions into the work of government agencies.
