Kazakhstan and OpenAI signed a memorandum to develop education

In Washington, the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, the Ministry of Science and Higher Education, JSC “Kazakhtelecom,” Freedom Holding Corp., and OpenAI signed a memorandum of cooperation aimed at developing education and digital skills using artificial intelligence technologies.

Under the agreement, Kazakh teachers will be granted access to ChatGPT Edu—a specialized version of ChatGPT designed for educational institutions. This version includes modern OpenAI models, enhanced security features, data protection, and administrative tools. ChatGPT Edu can perform a wide range of tasks—from data analysis and document summarization to creating personalized GPT assistants that help teachers reduce administrative burdens and improve the learning process.

Over the next three years, Kazakhstan plans to provide no fewer than 165,000 OpenAI licenses annually to educators. The project is being implemented as part of the national strategy for digital transformation and human capital development. It aims to foster innovative thinking, creativity, critical analysis, and digital competencies among students and teachers, which, according to ministry representatives, will be an important step in modernizing the country’s education system.

Kevin Mills, Head of Education and Government Programs at OpenAI, noted that educators worldwide are already using artificial intelligence to reduce administrative workloads and create more effective educational processes. He stated that cooperation with Kazakhstan will enable local teachers to integrate ChatGPT into their daily work and leverage the benefits of AI in schools and universities across the country.

The initiative is also supported by the Ministry of Science and Higher Education and Kazakhstan’s leading digital companies, reflecting the government’s comprehensive approach to implementing innovations in the education sector.
