In Karaganda, QAZDEVELOP hosted the first DevCorn 2023 conference to unite the IT community. Speakers discussed working with international clients, including the BlaBlaCar project, and compared living standards: in Europe, high salaries are offset by taxes, whereas in Kazakhstan, senior developers maintain a comfortable standard of living. The event brought together specialists of various levels, and organizers plan to hold it annually.
The first specialized conference for IT specialists, DevCorn 2023, was held in Karaganda. The event was organized by the outsourcing IT company QAZDEVELOP to bring together active IT professionals in the region.

Ekaterina Gottfried, Head of HR at QAZDEVELOP
The IT community in Karaganda differs from those in major cities such as Almaty and Astana. We all know each other here, but we are used to working in a more intimate, isolated manner—each on their own. We lack events that would unite not only students and those just starting their careers in IT, but also experienced professionals.
A key feature of the IT industry in the region is that many specialists and companies, while based in Karaganda, work on international projects and for clients from foreign corporations.
Therefore, the conference opened with a panel session titled “The Culture of IT Communities in Karaganda: How to Enter International Markets and Rapidly Develop a Company While Working from the Region.” Representatives of Karaganda-based IT companies shared their experiences in building relationships with clients from other countries, discussed the differences in work approaches one must be prepared for, and explained how to build a strong team during rapid growth. Most importantly, it is crucial to remember that you represent not only yourself and your company, but also your country.

Arthur Kim, Technical Director of QAZDEVELOP
Before entering foreign markets, it is necessary to refine and streamline all software development processes. European and Western companies are extremely strict about deadlines and quality; if you violate even one agreement, it is likely that they will no longer work with you. Do not expect a quick entry into the market. However, if you secure a contract, it will be long-term, and all your efforts will be rewarded.
Arthur’s team is currently the technical partner of the international online carpooling service BlaBlaCar. Based in Karaganda, they handle all technical tasks for the service: from second-line customer support to refactoring—redesigning code and creating updated versions of the entire project system.

Asem Nurgalieva, Managing Director of Kazpost Digital and Co-founder of the non-profit organization Technowomen
Everyone wants to work abroad, but only a few succeed. There is also a stereotype that joining a foreign company automatically makes you successful and wealthy. While salaries in Western companies are indeed high, a significant portion is consumed by taxes and the cost of living.
Olzhas Satiev, President of the Center for Analysis and Investigation of Cyber Attacks, shares the same opinion.
We met with directors of other companies that operate abroad and conducted our own internal research. Yes, specialists in Europe earn good salaries, but taxes are high there. In Kazakhstan, a senior-level developer lives comfortably and can afford steaks for 30,000 tenge. In Europe, someone in the same position would not be able to afford that standard of living.
The speakers concluded that thanks to the pandemic solidifying remote work formats, it is no longer necessary to move abroad to earn an income higher than the Kazakhstani market average. One can work for foreign clients while living and spending their salary in Kazakhstan.
DevCorn 2023 became the first major specialized event that brought together Karaganda-based developers, project managers, engineers, and QA specialists with final-year students who are just beginning their careers in IT. The organizers plan to hold the conference annually.
