IT Park Uzbekistan has introduced new support measures for IT companies and startups
Author - Mansur Ismagulov
A new stage of state support for IT companies is beginning in Uzbekistan, aimed at stimulating exports, developing talent, and ensuring sustainable growth of the digital industry. The initiative includes a comprehensive set of measures covering tax and financial incentives, startup support, expansion of international ties, and the creation of favorable conditions for foreign specialists.
— according to the new decree, starting from November 1, 2025, participants of the "Digital Startups" and FinTech sandbox programs will be able to use the digital services of the "Electronic Government" for free for one year, provided they comply with cybersecurity requirements. This measure is aimed at enabling young technology companies to develop faster by using state digital tools without additional costs.
— starting from January 1, 2026, IT companies focused on foreign markets will have the right to pay for corporate subscriptions and advertising on international platforms with an audience of over 100 million users from export revenue — up to $500,000 per year. For SaaS platforms, a simplified payment procedure via public offer is provided, without the need to register contracts in the E-contract system, except for large contracts. This measure will allow companies to more effectively promote their products and services in global markets.
— the Zero Risk program has been expanded, under which residents of IT Park Uzbekistan will be able to rent offices not only in state-owned premises but also in private business centers, with the state compensating rental expenses for up to 12 months. This step is particularly important for regions and the Republic of Karakalpakstan, where creating jobs in the IT sector contributes to the development of local ecosystems.
— special attention is given to attracting foreign specialists. Together with Aloka Bank, a mortgage lending mechanism is being implemented for foreign IT specialists planning to work in Uzbekistan. Access to banking services for foreign citizens is also simplified: they will be able to remotely open accounts, obtain virtual cards, and register as taxpayers through Uzbek consulates abroad.
— the new stage of policy also includes the transformation of domestically oriented IT companies into export-oriented ones. Starting from 2029, tax incentives for IT Park residents will be retained only by companies where at least 50% of revenue is generated from exports. Thus, the government stimulates the transition from the domestic market to international activities and the development of export potential.
— among the key initiatives is also the development of infrastructure for global presence. IT Park will continue implementing the Local2Global program, under which foreign representative offices are being created in the USA, Germany, Japan, China, South Korea, and Saudi Arabia. This will allow Uzbek IT companies to interact directly with international partners and investors, opening new channels for the export of digital services.
As part of the discussion of new support measures, strategic meetings were held with the participation of representatives of the Ministry of Digital Technologies, departments for FinTech and artificial intelligence, the management of IT Park, and resident companies. Participants discussed ways to enter global markets, data protection issues when interacting with major international platforms, the development of artificial intelligence potential, and the professional development of specialists.
