Uzbekistan is implementing a unified QR code for paying for goods and services.
Uzbekistan has approved the procedure for making payments via QR codes. The corresponding departmental document has been registered with the Ministry of Justice.
The document was adopted to implement the President's decree dated December 10, 2025, No. PF-246. As a reminder, this decree provides for the phased introduction of a unified QR code payment system for all legal entities in the trade and services sectors.
According to the new rules, a unified procedure for conducting payments using QR codes has been established, and the responsibilities of participants in the unified QR code system have been defined.
The unified QR code will allow users to make payments through mobile applications of any bank or payment organization.
The document includes several key provisions. In particular, QR codes will be divided into static and dynamic ones. Integration of all payment systems within a unified QR infrastructure will be ensured. The system operator will automatically process payment and settlement data and transmit it to participants in real time.
Additionally, a user support service will be organized within the system, and the ability to track the status of inquiries will be provided.
According to the rules, users will be able to scan QR codes through mobile applications, confirm the payment amount, receive online receipts for each transaction, and view their transaction history.
The implementation of the system is aimed at developing cashless payments and simplifying settlements in trade and services across the country.
