Shavkat Mirziyoyev announced that foreign investments in Uzbekistan have exceeded $35 billion. Key areas include "green" energy: by 2030, generation will reach 120 billion kWh with a share of renewable energy sources at 54%. In the IT sector, service exports will grow to $5 billion by 2030, with 20 data centers built with a capacity of 500 MW. The financial sector is being reformed: the volume of the venture market will increase to $1 billion over five years.
Shavkat Mirziyoyev spoke at the Tashkent International Investment Forum, and his address was broadcast on the YouTube channel of the Presidential Press Service.
By the end of 2024, foreign investments in the Uzbek economy exceeded $35 billion, while exports reached $27 billion. Mirziyoyev outlined four key directions in anticipation of a "new era of change" in the global economy.
One of the priorities will be the development of "green" energy. Over the past few years, Uzbekistan has attracted about $6 billion in this sector, which has allowed electricity generation to increase to 82 billion kWh. By 2030, production volume is planned to increase to 120 billion kWh, with 54% coming from renewable sources. Additionally, $4 billion is planned to be invested in updating power grids, and the Samarkand power grid will be transferred to private management by the end of the year. In 2026, a similar process will take place in eight other regions.
Uzbekistan has already launched the sale of "green" energy certificates and begun work on carbon units. In 2025, the launch of the "Green Uzbekistan" platform is expected, and the country will enter global carbon markets.
The second important direction will be the development of digital technologies and artificial intelligence. In 2024, IT services exports are expected to reach $1 billion, and by 2030, they are planned to increase fivefold.
In 2026, a national cloud technology platform will begin operations, and within five years, with the participation of private investors, 20 data centers with a total capacity of 500 MW will be built.
Furthermore, Uzbekistan intends to create a national artificial intelligence model that reflects historical heritage, traditional values, and new creative ideas. To prepare personnel, the "One Million AI Leaders" project has already been launched.
Another priority direction will be the transformation of the financial sector. It is planned to establish a Financial Stability Council and develop cybersecurity and digital technology platforms at the Central Bank.
The President also set the goal of increasing the number of "unicorns" – startups with a market capitalization of more than $1 billion. To achieve this, a law on alternative investment funds has been developed in Uzbekistan, aimed at developing the venture market. Over the next five years, its volume is planned to increase to $1 billion.
