In Kazakhstan, SIM cards will only be issued after biometric identification.
Additional measures to combat phone and internet fraud are planned for implementation in Kazakhstan. One of the key innovations will be mandatory biometric identification when registering SIM cards.
According to information from the agency, the new rules are aimed at preventing the anonymous use of subscriber numbers, which are often used in fraudulent schemes, as well as strengthening the protection of citizens from financial and digital crimes.
As part of the proposed changes, SIM cards will only be issued after the subscriber has undergone biometric identification. This requirement will apply to both individuals and employees of organizations obtaining numbers for official use. The measure is intended to eliminate cases of registering numbers under fictitious persons and the illegal resale of SIM cards through intermediaries.
Restrictions on the number of numbers registered to one person are also being introduced. For personal and family use, up to ten SIM cards may be registered. If a larger number of subscriber numbers is required, justification must be provided, specifying the devices used and the purposes of connection.
Special attention is being paid to the interaction between telecommunications operators and the Anti-Fraud Center of the National Bank of the Republic of Kazakhstan. As part of the cooperation, rapid data exchange is planned to identify and block numbers involved in fraudulent calls and messages.
The implementation of biometric identification will help increase personal responsibility of users for the use of mobile communications, reduce the number of crimes involving spoofed numbers, and raise the overall level of digital security in the country.
It is expected that the implementation of these measures will create a more transparent subscriber registration system and become an important step in combating cybercrime and phone fraud in Kazakhstan.
