Author - Mansur Ismagulov
Kazakhstan President Kassym-Jomart Tokayev signed the Law of the Republic of Kazakhstan "On Artificial Intelligence." The law establishes fundamental principles for the functioning of artificial intelligence systems. Artificial intelligence systems are defined as an object of informatization. Now, artificial intelligence is recognized as a tool for humans to achieve specific tasks.
With this in mind, the principle of accountability and controllability has been established, according to which owners, holders, and users bear responsibility based on their role in the operation of artificial intelligence systems. Owners and holders are tasked with managing risks, ensuring safety and reliability, and supporting users regarding the functioning of artificial intelligence systems.
Principles of legality, fairness, equality, transparency, and explainability, the priority of human well-being, freedom of will in decision-making, data protection and privacy, and security and safeguarding have also been established.
To protect the rights of individuals and companies, as well as to ensure law and order, the creation and use in Kazakhstan of AI systems that employ manipulative methods, illegally collect and process personal data, or possess other dangerous capabilities are prohibited.
To inform about results created using AI, a requirement for labeling such goods, works, and services has been introduced.
Considering global practices, foundations for the operation of a national AI platform have been introduced. The platform will be used for the development, training, and experimental operation of software products and artificial intelligence models for a limited period.
