Artificial intelligence thrives where there are strong people, bold ideas, and an environment that allows them to flourish. We are building exactly such an ecosystem in Kazakhstan—one that is open to talent, technological entrepreneurs, and global partnerships. Cooperation with Network School will help strengthen this effort.
The Memorandum outlines key areas of cooperation, including the development of educational programs in artificial intelligence, support for startups, joint research initiatives, expansion of international scientific and technological collaboration, and the attraction to Kazakhstan of leading global specialists, entrepreneurs, researchers, and investors.
A key priority will be the establishment of the first Network School campus in Kazakhstan. Based on this campus, world-class educational, research, and entrepreneurial programs, as well as international residency and fellowship programs, will be implemented. The campus will also be integrated into Kazakhstan’s national AI ecosystem.
The parties also intend to jointly develop programs for startups, organize international conferences, hackathons, and forums, and explore the possibility of hosting the Network State Conference 2026 in Kazakhstan.
Special attention will be given to promoting Kazakhstan as a regional hub for artificial intelligence and innovation, attracting international technology companies, venture capital funds, and strategic investors, and fostering a favorable environment for technological entrepreneurship.
Within the framework of cooperation, the parties also plan to examine opportunities for improving mechanisms for attracting international specialists and technology companies, advancing digital government administration, exchanging global best practices in the field of artificial intelligence, and implementing joint strategic initiatives.
The implementation of the Memorandum is planned over five years. It is expected that the execution of these agreements will strengthen Kazakhstan’s international standing as one of the leading regional centers for the development of artificial intelligence, innovation, and technological entrepreneurship.
