Epsilon3.ai, a Tajikistan-based startup focused on implementing AI in the public sector, and Perplexity, a global AI company, have announced the signing of a Memorandum of Understanding with the Ministry of Industry and New Technologies of the Republic of Tajikistan to implement Comet — the world’s first agentive AI browser adapted for the needs of the public sector — as part of the national Project AI-GOV initiative.
Project AI-GOV is a national digital governance program built on three technological levels:
1. The ijozatnoma.tj licensing platform — an intelligent system for automating permitting and licensing processes.
2. Soro LLM — a Tajik language model trained on multilingual government data.
3. Comet AI Browser — an agentive interface for real-time search, analysis, and justification of decisions.
Together, these three components create a unified ecosystem for the responsible implementation of AI in government administration.
The Comet Browser autonomously performs reasoning, search, and data validation tasks, helping government officials obtain verified information from the internet in real time. The tool will replace traditional static databases and manual research processes, increasing the accuracy, transparency, and speed of government decision-making.
The pilot phase at the Ministry of Industry and New Technologies will begin in the fourth quarter of 2025 and will include an intensive training program for up to 140 ministry employees. Participants will use the Comet Browser to monitor procurement, conduct industry research, and perform regulatory analysis, leveraging AI reasoning to accelerate data collection and policy preparation. Following validation, the partners plan to expand the use of the Comet Browser to government agencies across Central Asia, accelerating the region’s transition to AI-driven governance and policy development.
The initiative supports Tajikistan’s national strategy for AI development and follows the United Nations General Assembly resolution on artificial intelligence, adopted under the leadership of President of the Republic of Tajikistan Emomali Rahmon. The resolution calls for the responsible development of AI based on self-regulation and the establishment of a Regional AI Center in Dushanbe to coordinate research, infrastructure, and policy in Central Asia.
Epsilon3.ai becomes Perplexity’s regional partner responsible for localizing and implementing the company’s technologies in Central Asia. As part of the collaboration, Epsilon3.ai will act as a systems integrator, ensuring the deployment of AI-powered knowledge management and workflow tools in government and corporate structures in the region.
