The UN is establishing a scientific commission on artificial intelligence.
The United Nations General Assembly has approved the establishment of an independent international scientific panel on artificial intelligence. The new body will regularly assess the impact of AI on the economy and society, as well as analyze associated risks.
It is important to emphasize that this does not involve regulating artificial intelligence. The panel will not enact laws, impose restrictions on companies, or oversee technology development. Its task is to prepare scientific reports and independent assessments that can be used by governments and international organizations when developing AI policy.
The panel will consist of 40 experts from various fields—not only computer science, but also areas related to the social and societal impacts of technology. Members will serve for several years and publish annual reports on the opportunities and risks of artificial intelligence.
The United States explained its vote against the resolution by stating that AI governance should not fall under the jurisdiction of the UN. The U.S. side also expressed concerns about the panel’s formation process and its potential political influence.
Despite the lack of support from the United States, many countries believe that a unified scientific platform will help better understand the consequences of AI development and serve as a common reference point for international discussions. However, the vote itself does not mean that states have reached consensus on AI governance—disagreements in this area persist.
