Kazakhstan is implementing a mechanism for strategic digital mining.

The Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan has developed the Rules for Strategic Digital Mining, which were approved by a resolution of the Government of the Republic of Kazakhstan.

The new mechanism is aimed at creating additional incentives for implementing large-scale investment projects in the field of digital mining, enhancing the investment attractiveness of the industry, and further developing the digital assets industry in Kazakhstan.

Participation in the strategic digital mining program is voluntary.

Only digital mining entities that meet the requirements established by the Rules and submit a corresponding application will be eligible to obtain the status of a strategic digital miner.

To ensure transparency and objectivity, applications will be reviewed by the Commission under the Ministry of AI and Digital Development with the participation of representatives from interested state bodies. The decision to grant the status of a strategic digital miner will be made following a comprehensive review of the submitted materials. Companies that receive the status of a strategic digital miner will be able to enter into direct power purchase agreements with energy-producing organizations for up to 10 years at a price not exceeding the maximum tariff established by the legislation of the Republic of Kazakhstan.

In turn, program participants will contribute to the National Strategic Crypto Reserve not 10% of the total volume of mined digital assets, but 10% of the digital assets remaining after accounting for expenses related to the acquisition and transmission of electricity, in accordance with the procedure established by the Rules.

The formation of the National Strategic Crypto Reserve will be carried out without the use of budget funds.

The reserve will be replenished exclusively through the voluntary participation of strategic digital miners in the program, which will allow the state to form a strategic reserve of digital assets.
