At the KazHackStan 2024 cybersecurity conference, the updated Global Cybersecurity Index 2024, developed by the International Telecommunication Union (ITU) of the United Nations, was presented. This ranking assesses the readiness of 194 countries to cyberattacks. This year, Kazakhstan demonstrated significant progress, securing a place in the second tier—Tier 2, which confirms its successful development in the field of cybersecurity.
Just a few years ago, Kazakhstan was ranked 118th. However, over the past five years, thanks to joint efforts by the public and private sectors, the country improved its position more than fivefold and solidified its standing at the Tier 2 Advancing level. This success is considered the result of growing security infrastructure and active work to create a more secure internet space. Additionally, the Computer Attack Analysis and Response Center played a key role in implementing and developing this ranking, promoting the initiative among international partners.
The Global Cybersecurity Index methodology evaluates countries across five main areas: legislative measures, technical measures, organizational measures, human capacity development, and cooperation. In 2024, changes occurred in the index's evaluation system—specific rankings were replaced with a distribution of countries into tiers, from Tier 1 (cybersecurity leaders) to Tier 5. Kazakhstan entered the second tier, Tier 2, highlighting its steady progress and commitment to developing cybersecurity infrastructure.
