Kazakhstan will help Pakistan create a national language model
The Kazakh IT company QazCode has signed a memorandum of partnership with JazzWorld, Pakistan's largest telecom operator. Its key objective is to create the first large-scale language model in Urdu, Pakistan's national language, marking an important step in the development of the region's AI ecosystem.
The memorandum was signed on February 4 in Islamabad during the Kazakhstan-Pakistan Business Forum, attended by the President of Kazakhstan, Kassym-Jomart Tokayev. The event underscored the strategic importance of bilateral cooperation.
The initiative is based on the experience of developing KazLLM, Kazakhstan's national language model. The Kazakh side will share with its partners the architecture, datasets, and test scenarios of KazLLM. Additionally, the agreement provides for the exchange of specialists between research centers.
KazLLM was developed in 2024 in partnership with ISSAI and Astana Hub under the coordination of the Ministry of Artificial Intelligence and Digital Development of Kazakhstan. The model was trained on more than 150 billion tokens in Kazakh, Russian, English, and Turkish and is already being used in educational and business services.
In 2025, KazLLM received international recognition in Barcelona, becoming a laureate of the GSMA Foundry Excellence Award in the "Artificial Intelligence" category for its contribution to the development of AI for small language groups.
The developing UrduLLM is planned for use in e-government services, educational products, AI assistants, and digital services aimed at millions of Urdu speakers.
The concluded agreement strengthens Kazakhstan's position as a regional center of AI expertise and digital diplomacy. With its own technological base, human resources, and infrastructure, the country is forming a new model of international technological cooperation in Central and South Asia, helping other states create sovereign and culturally adapted AI solutions.
