At the KazHackStan event, within the framework of a closed session of the Organization of Turkic States, Kazakhstan and Turkey signed a memorandum on cybersecurity and cyber cooperation. The document reflects the political will of the parties and initiates practical mechanisms for joint work.
The agreement provides for:
— rapid exchange of information on incidents and indicators of compromise through unified channels between national centers
— conducting joint cyber exercises and training, including testing scenarios for protecting critical infrastructure and the financial sector
— mutual expert support in investigating attacks, sharing best practices and standards
— personnel training, joint educational programs, internships, and specialist exchanges
— harmonizing regulatory approaches and personal data protection standards to accelerate response to threats
— developing applied R&D projects and pilot initiatives involving government agencies and businesses.
The document was signed by Doszhan Musaliyev, Deputy Minister of Digital Development of Kazakhstan, and Omer Fatih Sayan, Deputy Minister of Transport and Infrastructure of Turkey.
The memorandum is open for accession by other OSCE countries and aims to create a common regional framework for resilience against cyber threats. Close interaction between government structures and the private sector will be a key factor in enhancing cybersecurity across the entire region.
