The Head of State of the Republic of Kazakhstan spoke at the World Artificial Intelligence Conference.
President Kassym-Jomart Tokayev participated in the opening ceremony of the World Artificial Intelligence Conference in Shanghai, which was dedicated to the theme “Partnership in Artificial Intelligence for a Bright Future.”
At the beginning of his speech, the Head of State noted that this conference reflects China’s outstanding achievements in the field of artificial intelligence, and he supported the concept of “AI for Good, AI for All” proposed within its framework.
Kassym-Jomart Tokayev, President of the Republic of Kazakhstan
We believe that the proposed principles should form the basis of our joint efforts aimed at ensuring that technological progress serves the common good. I am convinced that the future belongs to those who are able to cooperate closely and build strong partnerships based on mutual trust and shared interests. In this context, the large-scale concept of building a community with a shared future for mankind, proposed by President Xi Jinping, acquires extraordinary importance. Kazakhstan highly values this visionary initiative and believes that it gains particular relevance in the era of artificial intelligence.
The Head of State highly praised Xi Jinping’s outstanding leadership qualities, whose strategic vision determines the development of modern China.
According to the President, AI is becoming an industry with a full-fledged infrastructure, exerting a decisive influence on the future of the economy, trade, and global interconnectedness.
Kassym-Jomart Tokayev, President of the Republic of Kazakhstan
According to the United Nations, investments in artificial intelligence infrastructure and related technologies grew by an average of 47% per year. It is expected that by 2033, the global AI market will reach nearly $5 trillion. Therefore, it is obvious that AI governance must be comprehensive and cover the entire chain—from semiconductors and data centers to ethics, education, and the protection of human dignity. At the same time, the transformation process is occurring during a period of serious fragmentation, characterized by geopolitical uncertainty and a lack of trust among major world powers. Unfortunately, the overwhelming majority of states devote much more effort to addressing the consequences of conflicts and practically nothing to preventing them. AI gives us a historical opportunity to change this irrational logic by promoting early warning systems, preventive diplomacy, humanitarian response, and peacekeeping.
Next, Kassym-Jomart Tokayev highlighted Kazakhstan’s strategic advantages in the development of AI. In his opinion, the country has all the prerequisites to become a dynamic center of technological interconnectedness, digital trade, and international cooperation.
During the speech, it was announced that an Asia-Pacific Center for Digital Solutions for Sustainable Development under the UN Economic and Social Commission for Asia and the Pacific (ESCAP) would be opened in Almaty.
In addition, a number of proposals were made regarding the creation of transnational digital infrastructure and the harmonization of AI policy.
The President believes that the capabilities of artificial intelligence are outpacing humanity’s collective ability to understand, evaluate, and regulate it. The development of AI should align with the principles of peace and sustainable development, rather than confrontation or military competition.
In conclusion, the Head of State noted that Kazakhstan is ready to engage in fruitful cooperation with all partners to harness the potential of artificial intelligence for maintaining long-term peace, sustainable development, and universal prosperity.
Also speaking at the opening ceremony of the Conference were President of the People’s Republic of China Xi Jinping, Prime Minister of Cambodia Hun Manet, Prime Minister of Thailand Anutin Charnvirakul, and UN Secretary-General António Guterres.
