Freedom Holding Corp. has begun developing a drone delivery project aimed at rural regions of Kazakhstan. The initiative is being implemented within Freedom X — a laboratory focused on promising technologies capable of accelerating the country’s digital development, enhancing its technological sovereignty, and strengthening the company’s own expertise.
As Alexey Li noted, the significant disparity in access to goods between cities and villages remains a pressing issue: while deliveries in urban areas can arrive within 20 minutes, residents of remote settlements often have to travel dozens of kilometers over unpaved roads to purchase essential medications or groceries.
To explore the opportunities and limitations of the market, the Freedom X team conducts regular tests in the steppes, evaluating models from DJI and other manufacturers. However, the project extends far beyond equipment selection — the company is working on building comprehensive infrastructure, including a distributed network of launch sites, command centers, and data processing systems.
One of the key barriers remains regulatory compliance. Until February 2025, Kazakhstan had no certified operators for third-category drones, which are required to manage cargo unmanned aerial vehicles. In collaboration with the Civil Aviation Academy, Freedom X has trained the first group of such specialists. The theoretical portion of the course has been completed, and the practical program is being developed jointly with the Civil Aviation Administration of Kazakhstan. The next step will involve approving the examination protocol and refining flight rules for different types of terrain.
Freedom Holding Corp. continues to invest in the project’s development and is expanding its team of engineers, drone operators, project managers, and logistics specialists.
