What to expect from Gosuslugi in 2021

At a Government meeting, Bagdat Musin, Minister of Digital Development, Innovations and Aerospace Industry, reported to the Prime Minister on the proposed measures:

In 2020, the infrastructure project for an optical communication line for 1,250 villages was completed. Now, 5,330 villages are provided with mobile internet;

In 510 villages, there are still issues with internet speed, and in 2021, the Ministry will work on improving the quality of communication;

Over the next two years, 286 villages will be transitioned to 3G and 4G, 224 villages will be switched from satellite transmission to terrestrial infrastructure (RRL and fiber-optic communication lines), and in 242 villages with a population of less than 250 people, mobile broadband will be implemented;

In 2021, operators will build 752 base stations and upgrade another 562.

What about controlling the quality of communication services

A decree has been developed that defines communication quality indicators: for example, for 4G — not less than 5 MB/sec. Previously, the minimum quality threshold for communication was not regulated. Additionally, specialized equipment has been acquired for conducting technical measurements of communication quality. At the same time, amendments have been prepared to increase fines by 10 times to 1,000 MRP for violations of communication quality parameters. Using the Bailanys.bar service, residents of the country can measure their internet speed. The goal is to identify which settlements in Kazakhstan have slow internet and make changes to improve the situation. The speed test automatically sends the results to the operator and regulator in the form of a request.

How are government services progressing

In 2021, the task is to increase the number of popular services available on smartphones: up to 100 services for citizens and up to 50 services for businesses. The experience of bringing individual entrepreneur registration and car sales into mobile banking apps will continue. By the way, in 2020, the Ministry implemented 13 digital documents with government agencies. The equivalence of paper and digital documents has been legally established. At the same time, biometric identification has been introduced for registering when receiving government services. This service will become available for use by government agencies this year.

What about personal data protection

Legislative initiatives have been developed: it is planned to bring personal data under the sphere of state control, the principle of digital consent and revocation will be introduced, where citizens will control the use of their data: allow/reject, and also in the Law on Personal Data and Their Protection, a list of collection and processing of personal data by government agencies and organizations will be defined.
