Kazakhstan is transitioning to AI-Native regions: a new Smart City / Smart Region methodology has been approved
The Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan has approved a new edition of the Methodology for Building Smart City / Smart Region, which defines unified approaches to the digital transformation of regions based on artificial intelligence, data, and modern digital technologies.
The updated Methodology was developed in fulfillment of the Head of State's directives and is aimed at transitioning from the implementation of individual digital projects to the formation of a unified intelligent system for managing territories — AI-Native cities & regions, where artificial intelligence, data, and digital technologies become the foundation of state governance.
One of the key innovations of the Methodology is the transition to implementing projects according to unified architectural and functional requirements. This will allow for the elimination of duplication of information systems, ensure their compatibility, reduce development and maintenance costs, and create a unified digital framework for regions.
The list of mandatory initiatives has been significantly expanded. In addition to basic projects in the fields of transportation, utilities, and public safety, the Methodology includes new areas of digital development:
— infrastructure for unmanned aerial systems
— intelligent monitoring of prices for socially significant goods
— dual-purpose poles with digital infrastructure
— monitoring internet accessibility in educational institutions
— digitalization of the activities of maslikhats (local representative bodies)
— development of regional IT hubs and district IT centers.
Additionally, the implementation of "smart" bus stops, digital museums and libraries, 3D/VR tours, and systems for monitoring the quality of automobile roads is provided for.
Special attention is paid to the application of artificial intelligence in territory management. Regional analytical centers, Data Lakes, and intelligent services will enable a shift from reacting to events to forecasting and making data-driven decisions, ensuring the implementation of the AI-Native model of regional governance.
The approval of the new Methodology is an important stage in the implementation of the National Strategy Digital Qazaqstan and the formation of the country's modern digital infrastructure. It will serve as the basis for scaling best practices between regions, developing intelligent cities and regions, improving the efficiency of state governance, and enhancing the quality of life for citizens.
The Ministry, together with local executive bodies, has begun the practical implementation of the Methodology's provisions and the introduction of the unified AI-Native cities & regions model in all regions of the Republic of Kazakhstan.
