Bakht Niyazov, together with partners, is launching Justart Uzbekistan — a next-generation venture ecosystem. At the launch stage, a network of regional venture studios with local partners in cities across Uzbekistan is being created. The launch of a proprietary venture fund in collaboration with European partners is scheduled for 2027.
Uzbekistan has set a goal to grow the startup industry to $2 billion and nurture 5,000 startups by 2030. Achieving such scale requires a different infrastructure — faster, more precise in selection, and more capital-efficient. Justart Uzbekistan is built precisely as such a response: an AI platform for founder evaluation, an educational layer, an acceleration program, and a network of regional studios unified into a single system.
Regional studios are the key operational move of the first stage. Justart is creating joint studios with local partners in key cities of the country: entrepreneurs who already work with youth, teach IT, and understand local markets. Each regional studio is named after its city — Justart Andijan, Justart Namangan, and so on across the map — and operates according to a unified standard: founder selection via AI infrastructure, training, access to capital, and the international Justart funnel. In the future, this model will expand to neighboring regions of Central Asia.
At the core of the ecosystem is an AI technology for evaluating and supporting founders. It allows handling a volume of candidates an order of magnitude larger than traditional accelerators, without compromising the quality of selection. Based on this foundation, a full cycle is established: from identifying and training future founders in the regions to allocating them to funds and reaching international funding rounds.
The Justart Venture Fund, formed jointly with European partners, is planned to launch in 2027. The parameters of the structure will be disclosed later.
Technologies in the last two years have changed everything: today, one person can do what recently required a team. Venture capital has not adapted to this. We are building infrastructure where a founder from Andijan or Namangan gets the same chances as a founder from San Francisco. Uzbekistan is the ideal starting point for this model in the region.

Our key partner is IT Park Uzbekistan. Today, it is the main channel for positive change in the regional venture industry — an institution that genuinely drives the market: providing infrastructure, benefits, access to programs, and fostering a culture of entrepreneurship. Justart is built in synchronization with IT Park: a shared funnel of founders, coordination of programs, and joint work toward achieving national goals for the startup industry.
