Schools in Kazakhstan will begin implementing artificial intelligence technologies.
The primary objective of the Decree is to ensure the sustainable development of the Republic of Kazakhstan in the context of rapid advancements in artificial intelligence, as well as to create conditions for establishing a modern, innovative education system as a key component of human capital.
In accordance with the Decree, by July 1, 2026, the Government will approve a Comprehensive Action Plan aimed at the widespread integration of artificial intelligence into the secondary education system for the period 2026–2029. This plan includes the creation of a personalized learning mechanism, digital infrastructure, teacher training programs, and the protection of students' personal data.
The Decree provides for the use of recommendations from Li Ka-fu, a member of the Council for the Development of Artificial Intelligence, in practical work. The Government is required to submit specific proposals for implementing a pilot project in the field of secondary education by June 1, 2026, with subsequent scaling. These innovations are aimed at reducing the gap in education quality between urban and rural schools.
By August 1, 2026, as part of the pilot project implementation, schools are to be equipped with the necessary technical infrastructure, including stable high-speed internet access.
By September 1, 2026, standards for the application of artificial intelligence in the secondary education system will be approved. Also by September 1, 2026, a plan of measures will be adopted, providing for continuous professional development and ensuring the use of artificial intelligence technologies in the educational process as an additional effective tool, without undermining or replacing the professional activities of teachers.
