A National Agency for Virtual Assets and Blockchain Technologies under the President has been established in Kyrgyzstan.
President Sadyr Japarov signed a decree on the creation of the National Agency for Virtual Assets and Blockchain Technologies under the President of the Kyrgyz Republic. The new body is being established on the basis of the Secretariat of the National Council for the Development of the Virtual Assets and Blockchain Technologies Sector.
According to Decree No. 186 dated May 28, 2026, the agency will be called NAVA. It is being created to delineate the functions of development, regulation, and control among state bodies in the field of virtual assets.
The activities of NAVA will be directed by the head of the agency, who is appointed and dismissed from office by the President. The decree also establishes the staff size, the base rate for calculating salaries, allowances, compensation for meals and transportation, a 13th salary, and a health improvement allowance.
The Service for Regulation and Supervision of the Financial Market under the Ministry of Economy will transfer part of its functions to the new agency. Within a month, it must transfer to NAVA information systems, electronic databases, digital registries, software and technical means, archival materials, and documents related to the virtual assets sector.
This includes data on licensing documents previously issued under temporary regulation, the Unified State Registry of Virtual Asset Issuances, as well as issues related to the issuance, release, circulation, and state registration of virtual assets in Kyrgyzstan.
The Ministry of Finance must allocate funds to implement the decree and make corresponding adjustments when revising the republican budget for 2026 and the planning period of 2027–2028. The National Statistics Committee will include NAVA in the list of bodies receiving informational materials from the ministry.
The document also provides for a special procedure for personnel appointments: all vacant administrative state positions in NAVA will be filled on a non-competitive basis.
The new body will serve as the Secretariat of the National Council for the Development of the Virtual Assets and Blockchain Technologies Sector under the President. This council was established in 2025 to develop and implement a unified state policy in the field of virtual assets and blockchain technologies.
The virtual assets market in Kyrgyzstan is regulated by the Law "On Virtual Assets," which defines the rules for the circulation of such assets, including their creation, issuance, storage, and trading.
The decree will enter into force 10 days after its official publication. The Cabinet of Ministers must take measures necessary for its implementation within three months.
