Tokayev held a meeting of the Council for the Development of AI in Almaty
The second meeting of the Artificial Intelligence Development Council, chaired by Kassym-Jomart Tokayev, took place in Almaty.
In his speech, the President noted that the world has entered a new stage of technological transformation. According to him, the current changes significantly surpass the industrial revolutions of the 19th and 20th centuries in speed and scale, blurring the boundaries between physical and digital spaces.
The Head of State emphasized that the transition to a new technological order based on artificial intelligence requires an objective assessment of the current situation. He reported that data from leading global laboratories indicate a rapid growth in the gap between developed and developing economies.
The President also noted that, according to the World Bank, the digital economy already exceeds 15% of global GDP. This indicates that competition is shifting from goods markets to data and standards.
According to Kassym-Jomart Tokayev, the digitalization of the economy is a requirement of the times. He cited examples such as the United Arab Emirates, which plans to transition to a cashless economy, and China, where transactions worth trillions of dollars are processed through digital platforms.
The President emphasized the importance of transitioning to a real-time economy, noting that in the traditional system, the state often acts with a delay. He also stated the need to implement clear and measurable indicators for effective digitalization.
The Head of State pointed out that demographic growth alone does not ensure competitiveness without the development of intellectual capital and increased labor productivity.
The role of infrastructure as the foundation of technological sovereignty, comparable in significance to energy and logistics, was specifically highlighted. At the same time, the President emphasized that any infrastructure is vulnerable without reliable cybersecurity.
According to Kassym-Jomart Tokayev, Kazakhstan is creating a favorable environment for attracting specialists and investments from around the world. For the effective implementation of artificial intelligence, as he noted, a data-oriented model is necessary.
The President also emphasized that today the key significance of artificial intelligence is determined not by the scale of models, but by their ability to integrate into the real sector of the economy.
During the meeting, speeches were delivered by Deputy Prime Minister and Minister of Artificial Intelligence Zhaslan Madiyev, Chairman of the National Bank Timur Suleimenov, Head of Sinovation Ventures and 01.ai Kai-Fu Lee, CEO of Cambrian Futures Olaf Groth, Chairman of the Board of Samruk-Kazyna Nurlan Zhabayev, Professor Khalifa University of Science and Technology Merwan Debba, Turing Award laureate John Hopcroft, Chair of the UN Initiative "AI for Good" Abtesam Al Mazroui, and CEO of Oxford Insights Richard Stirling.
