The Government of Kazakhstan has approved the Action Plan for the Digital Qazaqstan strategy up to 2029 under the leadership of Prime Minister Olzhas Bektenov. The document covers the digitalization of education, healthcare, public services, business, and the IT industry. Key goals: by 2029, 80% of school and university graduates will possess basic AI skills, the time for providing public services will be reduced by 50%, and the export of IT services will grow by more than 50%.
As part of implementing the President of the Republic of Kazakhstan's Decree "On Approval of the National Strategy for Large-Scale Digitalization and Comprehensive Implementation of Artificial Intelligence Technologies Digital Qazaqstan until 2029," the Government has approved an Action Plan. The corresponding resolution was signed by Prime Minister Olzhas Bektenev.
The Plan covers three key areas of digital transformation and AI implementation — for the benefit of citizens, business, and the economy, as well as the state apparatus.
One of the priorities will be the mass implementation of AI in education. By 2029, at least 80% of school, college, and university graduates should possess basic AI skills. By 2028, at least 80% of universities and colleges will implement AI technologies in educational processes and update curricula to meet economic needs.
In healthcare, digitalization will focus on transitioning to a unified data management system and expanding services that do not require in-person visits. It is also planned to increase the number of citizens using medical self-service platforms, integrate more healthcare organizations into a single digital ecosystem, and expand the use of AI in clinical decision-making.
A separate area is related to improving the safety and comfort of the urban environment. In the regions, the implementation of AI Native cities & regions solutions will continue, including intelligent monitoring and analysis systems. These will enable faster responses to incidents, improve the efficiency of security services, and reduce traffic congestion in major cities.
In the field of public services and social support, the emphasis is on reducing the time and number of actions required from citizens. The Plan provides for wider use of AI, proactive services, auto-signing, and automation. By 2029, the time for providing public services and social support measures should be reduced by at least 50%.
For the benefit of business and the economy, digital transformation will cover energy, industry, construction, transport, logistics, and agriculture. In the fuel and energy complex, by 2029, at least 70% of assets will be connected to digital monitoring. In construction, 100% of new technically complex facilities are planned to be supported within a single digital ecosystem.
In the field of transport and logistics, digitalization will cover the entire cargo route — from border crossings to major transport corridors and multimodal hubs. As part of the Smart Cargo development, priority shipments will be accompanied by a digital passport and end-to-end tracking.
For small and medium-sized businesses, the emphasis is on reducing administrative burdens and targeted implementation of digital solutions. Enterprises will be able to assess their digital maturity and receive individual digitalization roadmaps. Digital compliance and risk-oriented supervision should reduce the number of physical inspections of SMEs with a low risk level.
In the tax sector, a transition to an intelligent administration model is provided, where a significant part of processes will be performed automatically. This approach aims to form "invisible" tax administration and reduce the share of the unobserved economy.
A separate block is dedicated to the digital transformation of the financial sector, second-tier banks, and quasi-state companies. By 2028, at least 80% of second-tier banks are planned to be connected to a digital secure information exchange system.
One of the Plan's directions is related to strengthening the competitiveness of the domestic IT industry. By 2029, the volume of IT services and digital solutions exports is planned to increase by at least 50%. It is also planned to develop regional centers of competence in robotics and support domestic integrators.
A key role in the development of digital infrastructure is assigned to the "Data Center Valley." The project aims to attract global technology and cloud partners, deploy modern computing power, and create a foundation for large-scale AI implementation.
The development of the digital state is also accompanied by strengthened cybersecurity requirements. The Plan provides for increasing the security of state information systems, developing cyber culture, and informing the population about the safe use of digital services. "Digital government" facilities will be connected to the "Access Control to Personal Data" service, which will allow citizens to control the use of their personal information.
