Kazakhstan has entered the list of countries with a high level of AI usage.
As part of the OpenAI delegation’s visit to Kazakhstan, a meeting was held with Zhasslan Madiev, Deputy Prime Minister — Minister of Artificial Intelligence and Digital Development. The parties discussed the development of cooperation in the field of artificial intelligence, the implementation of joint educational initiatives, the introduction of ChatGPT Edu tools, as well as further directions of partnership aimed at developing practical AI skills among students, teachers, and professionals. During the meeting, OpenAI representatives presented analytical data on the use of ChatGPT in Kazakhstan.
The country has entered the group of states with a high level of artificial intelligence adoption and significantly outpaces other Central Asian countries: for comparison, Kyrgyzstan ranks 52nd in the global ranking, and Uzbekistan ranks 58th in the world ranking for per capita usage of the consumer version of ChatGPT. These results confirm that Kazakh society is highly prepared for the practical application of advanced AI tools.
Zhasslan Madiev, Deputy Prime Minister — Minister of Artificial Intelligence and Digital Development
Our systematic initiatives for the development of artificial intelligence are based on the readiness of society itself. The research results reflect not only interest in new technologies but also the development of sustainable practical skills in using artificial intelligence. Citizens are already actively integrating artificial intelligence into their daily lives for learning, completing work tasks, searching for information, and creating content. This high level of adoption creates the necessary foundation for integrating AI into education, business, and public administration, as well as strengthening Kazakhstan’s position as one of the technological leaders of the region.
Valerie Focke, Head of International Education at OpenAI
Kazakhstan is already one of the countries actively adopting artificial intelligence: the level of ChatGPT usage here is high by international standards, young people are active AI users, and the use of technologies is evenly distributed among men and women. The next step is to help people get even more value from artificial intelligence. That is why we are collaborating with Kazakhstan on educational initiatives, combining responsible AI tools with teacher training, local implementation, and results analysis, so that access to technology translates into real opportunities for students, teachers, and future professionals.
Analytics on the use of AI tools in Kazakhstan based on OpenAI data:
Kazakhstani users most often use neural networks to obtain practical guides, write and edit texts, and search for information.
More than 42% of messages are formulated as questions or requests for information. About 32% are aimed at completing a specific task, and 26% relate to self-expression.
Youth is the main driver of adoption. The age group from 18 to 24 generates 36.2% of messages, and the 25 to 34 age group generates 35.8%. In total, users aged 18 to 34 send 72% of all queries. At the same time, young people are more likely to use AI for working with texts and multimedia, while users aged 25–34 use it for technical assistance.
The distribution between users with names typically associated with men and women turned out to be almost equal.
It should be noted that the OpenAI visit takes place within the framework of the national project on implementing artificial intelligence in Kazakhstan’s education system. Under the terms of the initiative, 165,000 teachers gain access to ChatGPT Edu — a version of ChatGPT developed specifically for educational institutions.
The technological partner of the project is the IT holding company Bilim Group. The company is engaged in integrating OpenAI solutions into the education system and participates in developing methodological practices for using artificial intelligence in schools, colleges, and universities across the country. The OpenAI visit to Kazakhstan was organized by the Bilim UpSkill project, which is part of the Bilim Group ecosystem.
