Kazakhstan has become the first country in the region to officially join the international Pax Silica initiative, aimed at fostering global cooperation in the fields of artificial intelligence and high technologies.
The declaration of accession, as well as the joint statement of the AI Opportunity Partnership on behalf of Kazakhstan, was signed by Deputy Prime Minister — Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev. The signing ceremony took place at the Donald Trump Institute of Peace, with the support of the U.S. State Department.
Following the signing of the documents, Kazakhstan officially became a member of the technological alliance uniting 15 countries. The initiative covers the development of cooperation in the areas of artificial intelligence, critical minerals, semiconductors, data centers, energy infrastructure, high-tech manufacturing, scientific research, and the training of engineering personnel.
Participation in Pax Silica opens up opportunities for the country to attract new investments, expand international technological cooperation, localize high-tech production, and strengthen its position in global supply chains. Particular attention will be paid to the processing of critical minerals and the production of components for batteries, semiconductors, energy storage systems, and AI infrastructure.
As part of the initiative, the U.S. government also signed a memorandum with Stanford University on the creation of a network of Foundry Schools in participating countries. The program involves training specialists in computational materials science, the application of artificial intelligence in industry, data center engineering, digital technologies, mineral extraction, and high-tech manufacturing.
Joining Pax Silica and signing the AI Opportunity Partnership establish a new framework for Kazakhstan's cooperation with the United States and other partners — for investments, technology transfer, and the development of innovative regulation.
The joint statement of the AI Opportunity Partnership identified three areas of interaction: creating an innovative regulatory environment for the development of AI, expanding cooperation in the fields of research, energy, computing power, and personnel training, as well as attracting private investments and developing next-generation data centers.
