BYD, Alibaba Cloud, and Huida Tech launch AI projects with Kazakhstan
During the Head of State’s visit to Shanghai, during which more than 70 agreements totaling over $15 billion were signed, Kazakhstan demonstrated high dynamics in the development of technological partnerships.
In furtherance of these agreements, during the visit of the President of the country, under the chairmanship of Kassym-Jomart Tokayev, the Deputy Prime Minister — Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Zhaslan Madiev, held a series of meetings with leaders of the technological sector of the PRC.
In the format of a “round table,” Zhaslan Madiev highlighted the priorities of Kazakhstan’s digital transformation and key areas of technological cooperation, emphasizing that the republic views artificial intelligence as a fundamental factor for future economic growth and is creating modern digital infrastructure to attract international investors.
Within the framework of the round table with executives of major Chinese high-tech companies, an official ceremony for the exchange of signed documents took place, aimed at consolidating Kazakhstan’s role as one of the key centers for the development of artificial intelligence in Eurasia.
In particular, negotiations were held between Zhaslan Madiev and Zhang Yue, founder of Heilongjiang Huida Technology Co., Ltd., with which a Memorandum of Strategic Cooperation was signed between the Ministry of Artificial Intelligence and Digital Development of the RK, Freedom Holding Corp., and Huida Tech.
Also, a significant vector of cooperation became interaction with the company BYD: the parties signed a memorandum solidifying the intention to develop partnership in the implementation of innovative technologies, including an AI assistant with support for the Kazakh language based on its own large language model, as well as joint developments in the field of power electronics and semiconductors.
In turn, the Memorandum of Understanding between Astana Hub, Alibaba Cloud, and Khan Tengri Innovation Hub is aimed at deep integration of startup ecosystems, supporting their scaling, allocation of cloud credits, integration of the QWEN AI model into the Astana Hub platform, as well as working out issues of possible presence of Alibaba Cloud in Astana and the development of the AI Factory at Alem AI.
In the field of energy supply for digital infrastructure, a Memorandum of Understanding was signed between the Ministry of Artificial Intelligence and Digital Development of the RK and China Energy Overseas Investment Co., Ltd. on cooperation in the development of a renewable energy project with a capacity of 200 MW in the Mangystau region, where the Chinese side takes on investments, construction, and operation.
Also, in order to strengthen the scientific and educational base, a Memorandum of Understanding was concluded between the Ministry of Artificial Intelligence and Digital Development of the RK, Astana IT University, and UBTECH Robotics Ltd., aimed at creating a system of comprehensive state support for robotics and developing a multilingual ecosystem of intelligent robots compatible with AlemGPT.
Additionally, the Ministry of Artificial Intelligence and Digital Development of the RK signed a cooperation memorandum with the company QAX, solidifying partnership in the field of information security.
Kazakhstan is consistently building an AI-native nation, where artificial intelligence becomes the technological foundation of state governance, the economy, education, and industry. The republic’s participation in WAIC 2026 and support for global initiatives on AI governance underscore Kazakhstan’s commitment to a multi-vector policy and readiness to move from discussions to practical implementation of projects: joint research, exchange of computing resources, and implementation of AI in the real sector of the economy. These steps confirm Kazakhstan’s desire not just to be a market for technology consumption, but to become a place for their development, testing, and scaling, taking its rightful place in the new global technological reality
