Azerbaijan and SpaceX AI have signed a memorandum of cooperation in the field of artificial intelligence

The Ministry of Digital Development and Transport of Azerbaijan and SpaceXAI have signed a Memorandum of Understanding on artificial intelligence solutions and related digital technologies.

The document provides for the application of artificial intelligence solutions based on Grok models SpaceXAI in the field of public services and other priority areas of digital transformation in Azerbaijan. The main goal of the cooperation is to improve the quality, accessibility, and efficiency of public services.

The partnership will not be limited to a single area. The parties plan to assess the opportunities for applying artificial intelligence in various government institutions and consider the prospects for scaling successful solutions in the public sector.

The signing ceremony took place in Baku. Deputy Minister of Digital Development and Transport Rashad Hasanov participated in the event, along with representatives of SpaceXAI: Dustin Elinek, Head of Global Government Affairs and Latin America; Rim Sadek, Head of Global Affairs and Market Development for the Middle East, North Africa, and Turkey; and Neil Perkins, Head of Market Access for Global Government Affairs.

According to Rashad Hasanov, Azerbaijan is moving from discussing the possibilities of artificial intelligence to its practical implementation. When choosing partners, the country focuses on their potential contribution to the development of this area.

He noted that SpaceXAI has advanced artificial intelligence models and significant engineering capabilities. The signed memorandum creates a foundation for exploring their application in various fields — from optimizing internal processes of government institutions to improving the accessibility of public services for citizens through the "mygov" platform.

Special attention will be paid to the development of local potential in the field of artificial intelligence within the framework of the partnership. The parties plan to exchange knowledge and experience, as well as promote the development of necessary skills and competencies. This should contribute to the use of artificial intelligence technologies in accordance with the long-term goals of digital development in Azerbaijan.

In the next stage of the partnership, the parties intend to develop a roadmap for further cooperation. It will include pilot projects, technical demonstrations, and interaction with stakeholders. Successful solutions can later be scaled and implemented in the public sector.

Joint projects will be implemented taking into account modern requirements for security and data protection. Each specific project will be launched based on a separate agreement between the parties.

The memorandum corresponds to the goals of the "Strategy of Artificial Intelligence of the Republic of Azerbaijan for 2025-2028" and the "Action Plan for Accelerating Digital Development for 2026-2028," as well as the activities of the Ministry of Digital Development and Transport to create a modern, citizen-oriented, and data-driven public sector.
