Digital volunteer passport in Kazakhstan: how to get it and why it is needed
In Kazakhstan, a state platform for volunteers has been operating for several years — Qazvolunteer.kz. Now, a new tool is being added to it — a digital volunteer passport, which is being tested by the IT community Qazaq IT Community while the government prepares its own version. Let's figure out how these two tools differ and how to use them.

The Qazvolunteer.kz platform, launched in 2019, operates as a hub for volunteers and organizations. President Kassym-Jomart Tokayev supported the idea of a digital volunteer passport, noting the growth in the number of volunteers from 50,000 (in 2020) to 300,000 and an increase in the number of organizations by nearly four times (to over 800). The Qazaq IT Community presented a pilot version of the digital passport at dvp.qazaqitcom.kz, which records hours via QR code; official integration with government systems has not been confirmed.
What is already working: Qazvolunteer.kz
Qazvolunteer.kz is a state platform developed by the Ministry of Information and Public Development of the Republic of Kazakhstan in collaboration with the Non-Commercial Organization “National Volunteer Network.” The official presentation took place in 2019.
The platform operates as a database of volunteers and volunteer organizations: organizations publish projects, volunteers register, fill out their profiles with a description of their experience, and submit applications for projects of interest. After completing the profile, users can download a volunteer resume.
The president supported the idea of a digital passport
On January 30, 2026, at the Volunteers Forum in Astana, Kassym-Jomart Tokayev supported the idea of creating a digital volunteer passport—a separate tool designed to account for each volunteer’s contribution more deeply than standard project registration.
The president noted that advanced technologies, primarily artificial intelligence, are penetrating all spheres of life in the country, and the volunteer movement should not be left behind. He recalled that he had previously set a task to transform Kazakhstan into a fully digital state within three years.
Tokayev cited figures on the growth of the volunteer movement: if there were 50,000 volunteers in Kazakhstan in 2020, their number has now reached 300,000, and the number of organizations has grown almost fourfold—to more than 800.
The current three-year roadmap for volunteer development is concluding this year—the president has instructed the government to develop a new document extending to 2030. Specific launch dates and functionality for the national digital passport have not been officially disclosed at the time of publication.
Pilot version — from Qazaq IT Community
While the state version is under development, the IT community Qazaq IT Community presented its own version of the digital volunteer passport. The presentation took place on July 22, 2026, in Almaty.
The platform is available at dvp.qazaqitcom.kz. The service tracks volunteer hours through registration, QR check-ins at events, and a personal account.
How the two tools differ
— Qazvolunteer.kz is an already operational state database of volunteers and projects, where users can apply for tasks from organizations.
— The digital volunteer passport from Qazaq IT Community is a newer tool that records hours and confirms participation in specific events via QR code.
Official integration of the digital passport with state systems has not been confirmed at this time.
How to register
To join the republican volunteer network and search for projects across the country, you need to register on Qazvolunteer.kz—enter your name, email address, and create a password, then describe your experience in your personal account.
To create a digital volunteer passport from Qazaq IT Community, visit dvp.qazaqitcom.kz and complete the registration process. Attendance at offline events is confirmed via QR code—check-ins automatically build your volunteer hours history.
