The Ministry of Science and Education of Azerbaijan has begun cooperation with OpenAI to create an adaptive educational platform. The development and implementation of the solution are planned within the framework of the “Digital School” project.
The Memorandum of Understanding signed between the Ministry of Science and Education, the Ministry of Digital Development and Transport, and OpenAI provides for the creation of AI-based adaptive learning opportunities for more than 500,000 students.
The platform will be integrated into the existing national educational curriculum and will serve as an additional AI-based tool. The developed solution will enable individual assessment of students’ knowledge and skills, generate personalized tasks during the learning process, and provide individualized AI-supported learning assistance tailored to each student’s needs. Additionally, the platform will provide teachers, school principals, and the Ministry with real-time performance metrics.
In the initial stage, the project will be implemented in a pilot format, after which its scaling will be carried out gradually based on the results obtained. The use of the platform will adhere to principles of teacher oversight, alignment with the national curriculum, continuous assessment of knowledge, and data protection.
Speaking at the signing ceremony, Minister of Science and Education Emin Amrullayev noted that creating opportunities for teachers and students to effectively use new AI tools fosters a responsible approach to the application of these technologies. According to him, cooperation with OpenAI supports the integration of artificial intelligence into the education sector and aligns with the priorities of the “Action Plan for Accelerating the Digital Development of the Republic of Azerbaijan for 2026–2028,” approved by President of Azerbaijan Ilham Aliyev.
Kevin Mills, Head of Market Access for Educational and Government Programs at OpenAI, emphasized that Azerbaijan demonstrates a thoughtful and ambitious approach to using artificial intelligence in education. According to him, the partnership between the Ministry of Science and Education and OpenAI is built on a robust national digital infrastructure and a commitment to supporting practical and responsible use of AI by students and educators. He also shared OpenAI’s research on how the API-based platform will facilitate learning, enhance the educational process, and develop skills necessary for schoolchildren in the future.
As part of the cooperation, the Ministry of Digital Development and Transport and OpenAI will also jointly work on developing the national innovation ecosystem in the field of artificial intelligence. Planned activities include hosting hackathons, specialized events for developers, and organizing structured collaboration in research and development. The goal is to strengthen Azerbaijan’s position as a regional hub for AI solutions.
